IMO made cyber risk management onboard ships mandatory as of 1 January 2021, by adopting the Res. MSC.428(98), which states that the onboard safety management system should take cyber risk management into account in accordance with the objectives and requirements of the ISM Code. Also, the IMO issued Guidelines on maritime cyber risk management (MSC-FAL.1/Circ3), which confirms that existing risk management practices should be used to address the operational risks arising from the increased dependence on cyber enabled systems.

The World Health Organization (WHO) determined that the outbreak of Coronavirus disease 2019 (COVID-19) is a pandemic on 11 March 2020. On 5th May 2020, IMO issued a Circular Letter No.4204/Add.14, which stated “To comply with the IMO ISM Code, shipping companies are required, inter alia, to assess all identified risks to the safety of ships and personnel, and establish necessary safeguards and procedures in a documented Safety Management System (SMS)”.
